Rob....what year is the bike?
5K towards a new/used one might not be a bad way to go.
Also, look in the marketplace, there are usually complete motors available 
5-700$ or just heads even.

As far as 8% to 80% leakage in 10K miles, not so unusual IF the exhaust 
valves are starting to melt/burn.
Once they start they tend to go quick.

Still sounds like a raw deal to me if the dealer was doing the maintanence 
and have records of it.

I could be mistaken but figure the valves usually get too hot if they are 
adjusted too tight.
You don't mention any piston damage (else it could be timing or 
predetonation).
If I remember correctly both plugs fire at the same time on an oilhead so it 
wouldn't be timing.

If it were mine, I would send out the head for new valves/seats and mic up 
the cams and be done with it.
